President Dilma Rousseff showed that she did not plan to change the rules in the distribution of royalties from areas already bid. Even before an audience in favor of these changes, during a meeting of mayors from across the country, she assured them she would veto the project if Congress approved the modification.

"You will not like what I’m going to say: they do not believe that you will be able to resolve today’s distribution by changing the past, strive to solve the distribution going forward," said the President. Some mayors did not like the position and Dilma was booed.

The president of the National Confederation of Municipalities, Paul Ziulkoski, had made an appeal for the project that deals with the redistribution of royalties be voted on soon.
