The National Telecommunication Regulatory Agency (ANATEL) and cell phone companies signed authorization terms that will allow the implementation of 3G services. It was agreed that wireless broadband will be offered in 3,800 more Brazilian cities within 8 years. Furthermore, the companies made a commitment to offer cell phones in 1,836 cities that currently do not have this capability, resulting in giving more than 17 million people access to this service.

The first areas to receive the new cell phone technology will be capitals and cities with populations greater than 500,000. The companies which were successful in the bid process held in December, spent, all total, nearly R$5.3 billion (US$3 billion) to explore 36 lots for a period of 15 years, and which can be renewed for an equal amount of time.
