An investigation by the Organized Crime Task Force of the Mato Grosso do Sul Public prosecutor's Office revealed that corrupt police officers received up to R$100,000 (US$27,500) per month to facilitate the entry of cigarettes into the states cities bordering Paraguay. Thirty-one suspects were arrested.

According to the investigation, the amount paid to each police officer varied according to the importance of their position. In order to find out how the gang acted, telephone interceptions were used. The courts also allowed the use of bank account and financial transaction information of those accused, making it possible to verify links between the agents and the smugglers.
